The City of New York created the Fund for Public Health in New York City in 2002 as an independent, nonprofit organization that connects the NYC Department of Health and Mental Hygiene with public and private sector partners to build public health programs that make our city healthier and safer.

Since its founding in 2002, the Fund has raised more than $500 million in public and private funding for 440 grants to support programs developed with the Health Department.

The Fund incubates innovative public health initiatives implemented by the Health Department to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation. The Fund helps the Health Department do more—more quickly—to meet the public health needs of individuals, families, and communities across New York City.

This is a grant-funded position through June 30, 2025.

The New York City Department of Health and Mental Hygiene’s (DOHMH) Bureau of Early Intervention (BEI) is seeking a full-time Data Analyst to help implement and support its EHR-Based Referral Project (EHR-EI). This project started as a collaboration with Health and Hospitals (H+H) and, with support from Robin Hood Foundation, has expanded to include additional H+H sites as well as sites at 3 other Health Care Systems. The goals of EHR-EI are to facilitate and increase direct referrals to the Early Intervention Program (EI) from pediatric practices, improve family retention during the enrollment and evaluation period, and provide participating providers with timely feedback on the status of children they have referred.

The position will be housed within the Bureau of Early Intervention, a comprehensive interagency program that supports infants and children with developmental delays in their efforts to realize their full potential. The Early Intervention Program assists and empowers families to meet their child's and their own needs and provides eligible children, regardless of race, ethnicity, or income, with services through the program. The Bureau sits in the Division of Family and Child Health.

Position Overview

The Data Analyst will report directly to the Bureau of Early Intervention’s Director of Research and Analysis. The Data Analyst’s primary responsibilities will include developing and running data reports for senior leadership, project staff and partner sites; identifying and resolving anomalous findings; developing new data algorithms to automate and improve data management and reporting; supporting implementation of HL7 bidirectional health information exchange; and providing data management and analytic support to an evaluation of project impact. This is a grant-funded position through June 30, 2025.

Responsible for all data-related activities pertaining to the EHR-EI project. Specifically,

Develop and generate reports from both the NYEIS and EI HUB data systems including:

• Summary reports for project leadership

• Line lists for site monitoring

• Specialized reports to investigate barriers to care.

• Manage the processing, cleaning, and preparation of analytic datasets; document data management procedures (e.g., data dictionaries, business rules, data sources); monitor data quality, identify, and work with EI and EHR-EI project staff to resolve data issues.

• Write new SAS code to support HL7 data integration between the EI and EHR-EI partner healthcare providers’ EHR systems.

• Contribute to administrative and technical aspects of the EHR-EI program evaluation, including data analysis, interpretation, and visualization; report and manuscript development; presentation of findings to program managers, non-technical audiences, and leadership.

• Collaborate with EHR-EI project staff in the development of quarterly and annual project reports, taking the lead on the data and evaluation sections.

• Perform other duties as assigned.

Required Qualifications

• A master's degree from an accredited college or university.
• One to three years of full-time (or a minimum of 2,000 hours of part-time) professional experience managing and analyzing quantitative data.

Qualifications

• Fluency in the use of SAS and/or R for data management and statistical analysis.
• Familiarity with mapping and data visualization software.
